Previous Speakers’ Letters

Our House of Delegates meeting is a mere five weeks away – and we are very much looking forward to the meeting.  After two years, it will be wonderful to see you all and not through a computer screen! 

Our reference committee hearings, held last week, were a success.  We not only thank all the members of the House who serve on those ref coms and are now working with staff to draft the reports, but we thank the members of the House who attended those hearings and provided testimony. 

That testimony, comments posted to the website and the experience and research provided by MSSNY staff will be used to draft the reports and the recommendations on each item of business. 

We expect to have those reports posted on or before Friday, May 6, and will communicate when they are available.  We have been providing information about the events taking place from May 20-22, but felt it was worth confirming that schedule: 

Westchester Marriott Hotel – Due Friday, April 22
Reservations at the group rate must be made by Friday, April 22. The hotel may not have rooms available after this date and rooms booked after April 22 will be at the prevailing rate posted by the hotel. Click here to book a reservation or you can call 914-631-2200 to reserve. 

Presidents’ Dinner Dance – Due Friday, May 6 
The dinner dance will take place on Saturday, May 22. Everyone must RSVP for this event in order to be provided with a ticket and seating assignment. If you have not yet responded, please do so now – Dinner Dance  The dinner will be a diverse buffet of entrees that offer something appealing for everyone.  For those who require it, Kosher meals may be ordered through the RSVP form link shown above.

Delegates should be aware that we are planning for session on Sunday morning. While we will make every effort to complete discussion of the HOD business on Saturday, we can make no guarantee and we will not stifle discussion to achieve a Saturday adjournment. The House must recess by 4:30 on Saturday so that the hotel has adequate time to reset the ballroom for dinner.  This is a hard stop and shortens the time we have to discuss ref com reports and other business. 

Credentialing of Delegates
We remind everyone that delegates must be credentialed in order to participate fully in the House of Delegates.  This includes recognition on the floor of the House to provide testimony and the voting process. 

Election of New York delegates to the AMA will commence on Friday, April 29.  Therefore, credentialing must be completed by 5 PM on Thursday, 4/28. This election will be conducted by ElectionRunner and those properly credentialed will receive a ballot by email on 4/29.  Delegates have one week in which to vote.  Balloting closes at 9 PM on Friday, May 6. Results of the election will be announced at the House of Delegates. 

Election of MSSNY officers, councilors and trustees will take place Saturday afternoon during the House of Delegates. Credentialing of delegates for this purpose must be completed by 4 PM on Friday, May 20. 

We continue to monitor the public health situation as it relates to Covid infections. As leaders of the medical community, we ask that you be fully immunized and boosted. At this time, we will not require masks, but those who wish should feel comfortable wearing them during the meeting. Your Speakers will adhere to the CDC and NYS Department of Health recommendations and guidelines during our House of Delegates and will reassess as it becomes imminent. 

As reference committee hearings approach, your Speakers want to remind you again of important items you will want to include on your calendar.

The Convention Committee on Rules Credentials and Order of Business met on Monday, March 28.  The business considered is contained in their report and included recommendations for late resolutions, reaffirmation of certain items of business in each ref com, and election process, etc. Be sure to read this important report before attending the hearings.

We understand that many want the Floor Nomination process clarified. We have wrestled with this in order to ensure a fair process for everyone.  Herewith, we confirm the processes which will be utilized for elections and which were also outlined in the Report of the Rules Committee.

Certain elements of the 2016 Floor Nomination process have been suspended.
The following requirements remain in place:
1-Potential candidates must be endorsed by a minimum of 10 delegates credentialed to serve in the current 2022 HOD

2-Provide a written statement of candidacy and qualifications, which might include their vision for MSSNY

These requirements apply to ALL candidates seeking a “floor” nomination.

Election to the New York Delegation to the AMA:
The deadline for floor nominations, should there be any, of candidates for the New York Delegation to the AMA is Friday April 15 at 5PM. Any additions to the candidates listed for election to the delegation will be published on the MSSNY website at staging.mssny.org/hod by Monday April 18. This will allow adequate time for consideration of additional candidates prior to the election process starting on April 29.

This election will be held electronically using the electionrunner ballot. Those who have served in the HOD during the last two years should be familiar with the process. An electronic ballot will be e-mailed to each credentialed delegate on Friday, April 29. Every delegate will be provided with a unique ID and “key” to access their ballot.  The election of AMA delegates will close on Friday, May 6 at 9 PM.

Societies responsible for credentialing of delegates to the House should take note
that the deadline for credentialing delegates for voting in the AMA Delegation election will be Thursday, April 28 by 5 PM.

Election of Officers, Councilors, and Trustees
Election of Officers, Councilors, and Trustees will take place at the live HOD meeting in Tarrytown.  Those listed as nominees in the Report of the Nominating Committee will remain on the ballot for the position indicated.

Those wishing to be considered for positions that do not indicate a nominee OR for any other position may place their name into consideration by complying with the same requirements listed above.

The deadline for any candidate to announce plans to run from the floor will be Wednesday May 11 at 5 PM. Background materials for publication on the MSSNY website must be submitted by this date in order to be considered; this includes the candidate statement about their qualifications and the endorsements received. This deadline allows adequate time for the ballot to be updated and published one week prior to the opening of the House of Delegates.

Rules for Contested Elections:

  • For any contested positions, each candidate will be given the opportunity to address the HOD for two minutes.
  • Ballots for contested positions will be distributed to credentialed delegates in the House
  • The vote shall be counted and announced. The candidate receiving a majority of votes cast shall be elected. If no candidate receives a majority, there will be a runoff election between the candidates who received the two highest vote totals.
  • Candidates who appeared as nominated in the January report of the Nominating Committee and who have placed their names into consideration for another position as well (thus creating a contested election) will be considered for the original position recommended by the Nominating Committee if they lose the contested election.

Credentialing for the purposes of voting in elections for Officers, Councilors, and Trustees must be completed by 4 PM on Friday, May 20.

As noted in our Floor Nomination policy, given the extensive time delegates have to evaluate the nominating committee recommendations posted on the website, last minute nominations do not allow sufficient time for voting members of the House to properly evaluate these candidates and their qualifications.

We send this information to confirm what has been delineated by the Convention Committee on Rules, Credentials and Order of Business, the report of which was sent to all members of the House on Thursday. The need to review and revise the Floor Nomination process was required by the way in which the House of Delegates has needed to change. Those changes were prompted not just by pandemic adjustments but also by policy adopted by the House in 2020 which required leadership to shorten the length of the House to two days.  Policy 207.959 required this action by 2023; we are happy to report that your Speakers have brought about compliance with this policy ahead of schedule.

New Delegate Orientation
Dr. Basile, as your Vice Speaker, conducted an Orientation on Thursday, March 31 at 5 PM.  This enlightening event provided all NEW delegates with an overview of the why, how, when of House of Delegates process.  Any delegate wishing to receive a copy of the power point slides may request them.

Resolutions and Reference Committee Hearings
Resolutions are posted to the MSSNY website by reference committee. These items are what will be discussed next week at each of the hearings.  Familiarize yourself with them and feel free to post comments in the dropbox found on the website.

Your Speakers and staff have been hard at work getting the business of the 2022 House of Delegates organized. This letter contains many important items you will want to include on your calendar, therefore, we urge you to read the entire letter.  The information contained here will enhance your House of Delegates experience and allow you to participate fully! 

RESOLUTIONS
Thank you to all the members of the House who took time to write resolutions and submit them for consideration. We received a total of 75 resolutions, five are referred to the House Committee on Bylaws, and two have been referred to the Rules and Credentials Committee as late submissions. Several resolutions were withdrawn. As of today, resolutions to be considered as business of the House are posted to the MSSNY HOD webpages.

The resolution installation allows you to comment on the content or suggest an amendment through DropBox.  A Dropbox account is not required to view the resolutions, but a Dropbox account is required if you wish to post any comments.  A Dropbox account is free to sign up but you can also sign in with a Google or Apple account.  Comments posted by members of the House are of enormous assistance to the reference committee when drafting their report and we anticipate those comments could shorten testimony during the ref com hearings.

Reference committee reports will be drafted based on testimony posted to the website and received during the hearings.  We are planning to have those reports posted on or before Friday, May 6. 

THE CONVENTION COMMITTEE ON RULES, CREDENTIALS AND ORDER OF BUSINESS will be meeting on Monday, March 28 at 7 PM. The committee will consider late resolutions that have been submitted.  

Members of the House should be advised that ANY resolution received after March 28 will be treated as an “emergency” resolution and will require a ¾ majority vote of the House to be moved forward as business. If required, that vote will take place Saturday morning as part of the presentation of the Rules and Credentials report. Be reminded the House of Delegates convenes at 8 AM on Saturday, May 21. 

Authors of late resolutions will be invited to the Rules Committee meeting to explain the reason for the lateness of their submission. The merits of the resolution are not discussed – only the reason the resolution was submitted after the February 25 deadline.

CEREMONY OF PRESIDENTS & PRESIDENTS’ DINNER DANCE
We will kick off the festivities on Saturday evening with a return to the Ceremony of Presidents event at which we recognize those who have given selflessly to the Medical Society.  The event also provides an opportunity for our President Elect to provide those assembled with his vision for his term as President. We will wish him the best as he assumes his new role. 

As we have noted in previous communications, Dr. Parag Mehta, who will be installed as MSSNY President at this meeting, is planning an extraordinary event for Saturday night. Dr. Mehta has planned a cocktail reception immediately after the Ceremony with passed hors d’oeuvres, followed by a buffet dinner that will offer Asian options from Tandoor’s extensive menu choices.

Your Speaker is considering appointments to reference committees as this is written.  There is always room for more volunteers though – so if you want to forward your name for consideration there is still time!  The committees to be appointed are:

The House Committee on Bylaws is a permanently appointed committee that works throughout the year to consider issues from the previous House of Delegates.  No changes are planned to the composition of the Bylaws Committee.

Please note that all reference committee hearings will be held virtually with dates and times established well before the hearings and likely taking place during the first two weeks of April.

Another important deadline is coming up NEXT WEEK.  Resolutions you or your organization want to be considered at the HOD are due by 5 PM on Friday, February 25. This is a firm deadline and items of business received after that day and time will be forwarded to the Rules & Credentials Committee for consideration and recommendation.  Send your resolutions to [email protected]. Early submissions are very much appreciated.

We ask that resolutions be properly formatted, well thought out and constructed, and any research to document the author’s resolved clause is included. This is a substantial help to reference committee staff.  Authors should include policy citations from MSSNY’s position statements but remember – resolutions that repeat existing policy will likely wind up on the reaffirmation calendar! Information regarding hotel reservations and the link to access rooms has been sent to everyone and is also available on the MSSNY website. We are planning an entirely in-person meeting which will begin promptly at 8 AM on Saturday, May 21 and will continue until our business is completed. We think it very likely the House will continue into Sunday morning.

We are also making plans for the Ceremony of Presidents on Saturday evening AND the Presidents Dinner Dance. Please plan accordingly when making your hotel reservation.

Continuing medical education courses are being developed for Friday, May 20 and will begin early in the day (7:30 AM), continue until at least noon and then MLMIC will be offering programs of their own in the afternoon. All CME will be conducted virtually, HOWEVER, for those who wish, the opportunity to view on a big screen at the hotel will be available.

Don’t forget the date of March 8
– Physician Advocacy Day! This is your opportunity to hear from your legislators and interact with them.  It will start at 8 AM and registration is required for the virtual event. Delegates who may be interested in serving on a reference or house committee need to be submitted by deadline so their membership status can be verified and their contact information loaded into the HOD database.  ALL DELEGATES must have their MSSNY dues paid in order to serve as your representative during the House of Delegates.

Reference committee appointments will be considered in early February.  Please be sure you provide information about anyone interested in serving on a committee and which specific committee they request. We make every effort to appoint those who show an interest but cannot always guarantee that someone will be asked. Please note that all reference committee hearings will be held virtually with dates and times established well before the hearings.

Information regarding hotel reservations and the link to access rooms is not yet available.  We will ensure that you have that information as soon as it is available so you can reserve a hotel room. The possibility of a hybrid meeting was researched and MSSNY does not have the technical capability to hold such a meeting. Therefore, we have no plans to offer a virtual option to participate in the HOD, so please be sure to obtain your room early.

We call your attention to a second important deadline – and that is for submission of resolutions to be considered, discussed and voted upon. Submit your resolutions by 5 PM on Friday, February 25. Send your resolutions to Laurie Mayer.

The House of Delegates will begin promptly at 8 AM on Saturday, May 21 and will continue until late afternoon. The completed reference committee reports and the recommendations made within them will be the focus of the day. While we will make every effort to complete discussion of our ref com reports on Saturday, discussion may continue Sunday.

We are planning for the Ceremony of Presidents and a spectacular dinner dance to recognize our new President, Parag Mehta, MD on Saturday night. The party will be a true celebration of seeing each other in person!

MSSNY leadership is monitoring the latest COVID variant and are aware it could affect our ability to hold a live, in-person event. We will certainly keep you apprised of any developments as they affect our Annual HOD.

Your MSSNY Speakers are already looking ahead to our 2022 House of Delegates meeting and making plans. We write to share with you important deadlines and logistical information so that you can plan appropriately.

The 2022 House of Delegates is planned as a LIVE event to be held at the Westchester Marriott Hotel in Tarrytown. This property should be familiar to everyone since it is where the last in-person HOD meeting was held in 2019. In some sense it will be like returning “home.”  Your Speakers are very much looking forward to meeting in-person after such a long hiatus.

The dates for next year’s meeting are later than usual but we believe will work well for all our attendees. Those dates are Friday, May 20 through Sunday, May 22. We plan to hold our Ceremony of Presidents Saturday evening and the Presidents’ Dinner Dance Saturday night. If we need to hold a business session briefly on Sunday morning we will be able to do so.

We want to make you all aware of significant deadlines that will be coming up soon:

Credentialing of Delegates
We ask that you provide the names of your delegates to our MSSNY office no later than Thursday, January 27, 2022.

Please be sure your delegates are bona fide, paid MSSNY members to ensure they can participate. If someone will be serving for the first time, please indicate when you send your delegate credentials. Send credentialing info to:  Michael Reyes

Please provide information about interest your delegates have in serving on a HOD reference committee. Reference committee appointments will be completed around Friday, February 11 and we will want to ensure those who have an interest are considered.

Resolution Deadline
Resolutions will be due no later than Friday, February 25, 2022. Resolutions can be submitted at any time but will be considered late if submitted after close of business (5 PM) on that Friday. Information regarding proper style and other criteria is available by clicking here. Please follow those instructions and most importantly be sure to research the subject matter thoroughly, citing your research and existing MSSNY policy at the end of the resolution.

For now, these two deadlines should be your most critical concerns and we ask that you make a note of them on your calendars.

Because the 2021 HOD was held in September, the time to plan the 2022 meeting is somewhat compressed. Our goal to return to our usual Spring meeting dates for the MSSNY Annual meeting has accelerated our planning, but we are certain the meeting will be well executed and robust.

We wish you all the very best for the Thanksgiving holiday – despite all the current uncertainty and occasional chaos during these times, we have much for which to be grateful.
