Investing in Physicians. Expanding Access to Care.

Loan Repayment & Practice Support Opportunities for New York Physicians

Key Opportunity

New York State programs—including Doctors Across New York and the HEALR Loan Repayment Program—support physicians serving underserved communities.

Why It Matters

Rising student debt and workforce shortages make it harder for physicians to practice where patients need them most.

Impact on Practice

Programs offer significant loan repayment and incentives for physicians practicing in high-need areas.

Health Care Access Loan Repayment (HEALR)

The HEALR Program, a Medicaid workforce initiative authorized under New York’s 1115 Demonstration Waiver, provides substantial loan repayment assistance for providers who commit to serving high-need populations. Physicians who participate in the program agree to a four-year service commitment at an eligible site serving Medicaid or uninsured patients. Eligible physicians may receive loan repayment awards of up to $300,000 for psychiatrists and up to $100,000 for primary care physicians, with awards paid directly to loan servicers. The application period has recently been extended, with individual applications due April 15, 2026.

Doctors Across New York

Doctors Across New York, a state-funded program created to help recruit and place physicians in underserved communities throughout the state. The program supports physician practice placement and loan repayment incentives designed to strengthen healthcare access for New York’s diverse population. Current program awards require a three-year service commitment and may provide up to $120,000 in support for participating physicians.
